I gave this mill a thorough cleaning today. I scrubbed it with a scrubber and kerosene, vacuumed it and wiped with paper towels. The gunk on the horizontal arm really was polymerized oil and not rust.
After the exposed metal was cleaned, I sprayed it with CorrosionX HD, a corrosion preventing oil concoction (highly recommended). I spread that oil by hand.
